Mobile Vendor Business Licencing

OVERVIEW

The new Business Licence Bylaw No. 1400, 2025 was adopted on October 14, 2025, which sets out new requirements specific to mobile vendors.

In March 2025 the Town engaged the public (including business operators, residents, and tourists) asking for feedback regarding the operation of mobile vendors (i.e., food truck) businesses within the town boundaries. Individuals provided comments by completing a survey.

Planning staff presented this information to Council on December 9, 2025, along with the policy amendment options that align with the recent updates to the Zoning Bylaw and the Business Licence Bylaw.

Application Types:

The following locations are part of the Mobile Vendor Program. This program requires a Mobile Vendor Program application and a Business Licence application.

- 85th Street Plaza
- Cottonwood Beach
- Goodman Park
- Gyro Beach (Bandshell)
- Gyro Beach (Promenade)
- Legion Beach, Safari Beach & Splashpark
- Lions Park
- Pioneer Walkway
- West Bench Complex
When looking to operate as a Mobile Vendor on private property, a business licence application is required.
A parking plan indicating the location of all on-site vehicle parking would be required to be submitted as part of the business licence application for a mobile vendor.

A MOBILE VENDOR IS PERMITTED AS AN ACCESSORY USE IN THE FOLLOWING ZONES:
- Agriculture
- Town Centre
- Commercial
- Tourist Commercial
- Industrial
- Parks and Recreation
BUSINESS LICENCE CONDITIONS MAY INCLUDE, BUT NOT LIMITED TO:
- the hours of operation.
- keeping the area occupied by the mobile vendor and surrounding public places clean and clear of waste, discarded debris, and food stains.
- where the mobile vendor business includes the sale of foods, the owner or operator shall hold a valid local health authority approval.
