RFP Town Hall Condition Assessment October 31, 2017
RFP is closed.
The Town of Osoyoos owns and operates a municipal building used for town office purposes and is seeking a consultant to determine the condition of this facility and to prepare funding scenarios for maintenance and capital expenditures.
The purpose of this study is to:
• Assess current condition of the Town Hall based on commonly accepted
building standards;
• Help develop present and future budgets;
• Provide Town of Osoyoos with a comprehensive plan to strategically and
efficiently reduce the current backlog of deferred maintenance and
necessary physical improvement projects;
• Determine renovation potential versus new construction;
• Identify potential liabilities including hazardous material disturbance
during renovation.
The selected consultant will:
• Identify the extent and severity of the deferred maintenance liability;
• Identify, prioritize, cost and schedule deferred maintenance reduction projects that can improve the functional aspects of the
facilities;
• Identify the resources needed to maintain the operability, suitability, and value of the physical assets given their current function
(i.e., the plant renewal investment requirement);
• Identify the renovation potential of the fire hall area into administrative space;
• Identify the building replacement cost;
• Identification of any liabilities associated with ongoing continued use and continued use during renovation of current building
• Provide a final report;
• In collaboration with Town of Osoyoos staff, assist in the presentation of the study’s findings to Town of Osoyoos Council.

Proposals must be received at the Town Hall no later than 2:00 pm local time on Tuesday, October 31st, 2017 in a sealed envelope clearly marked “Town Hall Condition Assessment”.
