Notice of Council Procedure Bylaw No. 1367, 2020
Pursuant to Section 124(3) of the Community Charter¸ notice is hereby given that the Council for the Town of Osoyoos is proposing to replace its current Council Procedure Bylaw No. 1271, 2010 by adopting “Council Procedure Bylaw No. 1367, 2020” at a Special Open Council Meeting held on November 25th, at 11:00 am in Council Chambers.
The Procedure Bylaw:
a) establishes rules of procedure for council meetings, including the manner by which resolutions may be passed and the manner by which bylaws may be adopted;
b) establishes rules of procedure for meetings of council committees;
c) establishes rules of procedure respecting electronic participation at council and committee meetings;
d) provides for the taking of minutes of council meetings and council committee meetings, including requiring certification of those minutes;
e) provides for advance public notice respecting the time, place and date of council and committee meetings and establishes the procedures for giving that notice;
f) identifies places that are to be public notice posting places for the purposes of section 94 [public notice];
g) establishes the procedure for designating a person under section 130 [designation of member to act in place of the mayor];
h) establishes the first regular council meeting date referred to in section 125 (1)[council meetings]as a day in the first 10 days of November following a general local election.
The key proposed amendments in the replacement Bylaw include, but are not limited to, the following:
• Moving Council meetings from the first and third Monday of every month to the second and fourth Tuesday of every month.
• Changed order of proceedings and business for the Regular Council meetings.
• Formalizing Committee of the Whole meetings and Committee meetings.
The bylaw may be inspected at the Town of Osoyoos Office, 8707 Main Street, Osoyoos, BC, Monday-Friday between 9:00 am -and 1:00 pm from November 10th – November 25th, 2020, exclusive of Saturdays, Sundays and statutory holidays, or at www.osoyoos.ca.
