COMMITTEE OF THE WHOLE MEETING
Delegations
- Kara Burton, Executive Director of the Osoyoos Museum Society, made a presentation to Council to provide their annual update on the move to their new location at 8702 Main Street.
Business
- Sarah Dynneson, Community Services Program Supervisor, made a presentation to Council about Physical Literacy and You Okanagan Similkameen (PLAY OS).
- Gina MacKay, Director of Planning and Development Services, made a presentation to Council to provide an update on the Official Community Plan review. The next community event is November 19 at the Sonora Centre (registration required).
REGULAR OPEN MEETING
Business Arising From Prior Minutes
- Council gave early budget approval for Music in the Park in the amount of $19,000.00 from the Resort Municipality Initiative fund for their 2020 season.
- Council appointed MNP as the Town’s Municipal Auditors for 2019, 2020, and 2021, with an option to extend for an additional two years.
Correspondence
- Council agreed to continue the Town of Osoyoos’ partnership with Interior Health whenever possible in order to promote the health and wellness of the community and reduce the risk factors for chronic disease.
Bylaws
- Permissive Tax Exemption Bylaw No. 1354, 2019 was adopted. This bylaw renews the permissive tax exemption bylaw, with this year’s lone addition being Desert Sun Counselling Centre.
- Zoning Amendment Bylaw No. 1085.123, 2019 was read for a third time. If adopted this amendment would allow for a strata development consisting of six townhomes to be located at 9111 92nd Avenue.
- Zoning Amendment Bylaw No. 1085.125, 2019 was read for a third time. If adopted this amendment would allow for a craft brewery to be located at 15 Park Place, as well as amend the definition of Craft Distillery to include craft breweries.
Business
- Council supported a request to the UBCM Housing Needs Report Program for additional funding in order to prepare a Housing Needs Report as part of the Town of Osoyoos’ Official Community Plan review project.
Reports
- Councillor Harvey attended the Fire Hall Open House and encouraged residents to fill out the Fire Department’s online survey.
- Councillor Rhodes encouraged everyone to vote in the Federal Election.
- Councillors King and Bennett attended the Osoyoos Indian Band fundraiser for the new Cultural Centre.
- Councillor King attended the Accessibility and Age Friendly meeting.
- Councillor Bennett attended the School District #53 meeting.
- Councillor Bennett attended the Valley First Open House.
- Councillor Bennett attended the Destination Osoyoos governance meeting.
- Mayor McKortoff commended the Fire Department for their Open House and for working with the Anarchist Fire Department.
- Mayor McKortoff encouraged everyone to attend the Osoyoos Concert Series.
- Mayor McKortoff proclaimed October 21-27 Waste Reduction Week.
- Mayor McKortoff encouraged everyone to sign up for the Patient Attachment List (PAL) if they don’t have a family physician or nurse practitioner. Further information can be found here.

The public is encouraged to attend the Committee of the Whole meetings which take place in Council Chambers at 9:00 am on the morning of the Regular Open Council meetings at 2:00 pm to learn additional in-depth information regarding upcoming business.
