Council Meeting Highlights for November 5, 2018

  • Each Council member swore the oath office before the Corporate Officer. Mayor McKortoff welcomed and congratulated the new Council and Water Councillors and thanked those present for attending the inaugural meeting.


  • The Chief Election Officer’s report on the 2018 Local General Election was approved by Council.  As per section 158 of the Local Government Act the Chief Election Officer must report to Council on the 2018 Local Government Election.  The election for Mayor and Councillors had a voter turnout of 38.67% (1,593 of a possible 4,4210 eligible electors).
  • Council approved the 2019 Council Meeting Schedule with the January 7th and August 6th Regular Council meetings be cancelled. Section 127 of the Community Charter requires that a schedule of the date, time and place of all regular meetings to be held during the year and made available to the public.
  • Council approved the 2018/19 Acting Mayor Appointments. Under the Council Procedure Bylaw and Community Charter, Council is required to appoint an Acting Mayor.  In the past, the Acting Mayor has been appointed in December.  Since the election occurred one month earlier and the inaugural meeting is one month earlier, the last appointments to acting mayor were made to November, 2018.  Acting Mayor appointments must be made by resolution.
  • Council approved the appointments to RDOS Board and the Okanagan Regional Library Board.  Both the RDOS and the Okanagan Regional Library Board (ORLB) require representation from the Town of Osoyoos.  Both Board appointments require a resolution of Council.
  • Council approved the 2018/19 Special and Standing Committee appointments – Each year Mayor and Council appoints representatives to Special and Standing Committees.  Staff was looking for direction as to the continuation of committees and the appointments.
  • Council approved the Bank Signing Authority that Director of Financial Services brought to the meeting. For cheque processing the Town has set up with their bank that two signatures are required on all cheques, one from Council and one from staff.  Currently Council has all members of Council being the Mayor and four Councillors, who have bank signing authority.  From staff the CAO, Director of Finance/Deputy CAO and Director of Corporate Services have bank signing authority.  A resolution of Council is required to establish new signing authorities for the Town.


  • Councillor Rhodes welcomed the newly elected Councillors and looks forward to working together.
  • Councillor King is looking forward to working with the new Council and staff.
  • Councillor Harvey is happy to be part of the team.
  • Councillor Bennett is looking forward to working with Council.
  • Mayor McKortoff is pleased to work with Council and staff in the next four years.

The public is encouraged to attend the Committee of the Whole meetings which take place in Council Chambers at 9:00 am on the morning of the Regular Open Council meetings at 2:00 pm to learn additional in-depth information regarding upcoming business.
